Who can be a sponsor:
at least 18 years old
a Canadian citizen or Permanent Resident of Canada
Your relatives will become permanent residents. The process, requirements and processing times will vary depending on who you wish to sponsor.

You must demonstrate the genuineness of your relationship
If you are not married, you must prove that you have been living together for at least 1 year
Time: 1 year
If you apply while in Canada, your non-Canadian spouse can obtain a work permit while the permanent residence application is being processed

As the Sponsor, you must provide Notices of Assessments for the past 3 years showing the below minimum amounts. The amount depends on the total number of people in your current house (ex: spouse + 2 kids) and the number of people you are sponsoring (ex: mother + father).

You can combine your and your spouse’s Notices of Assessments.
You must monitor the immigration website for updates on the upcoming selections.
This is so far a lottery system, done once per year, meaning that you cannot have any certainty that you will be selected.
An alternative to the parental sponsorship application can be a Super Visa, which will give authorization for your parents to stay in Canada for 2 years at a time (compared to a regular visitor visa where you need to leave Canada every 6 months). However, the Super Visa remains a temporary status, without access to Canadian public health system.
